Many sources have criticized the Samsung Galaxy S4 for its misrepresentation of usable storage space in their 16GB model. Since the native OS takes up a whopping 6.5 GB out of the 16 GB available, this leaves only 9.5 GB for users to use as they please.  In other terms, the Galaxy S4's native software takes up over 40% of its total storage which is especially outrageous since iOS 6 only takes up less than 1 GB of our iPhone's storage.

Here is Samsung's official response towards the complaints:

As one of the most advanced smartphones on the market, the Samsung Galaxy S4 uses part of its internal memory to bring our customers its innovative and unique features. We appreciate this issue being raised and we will improve our communications. Also, we are reviewing the possibility to secure more memory space through further software optimisation. Samsung is committed to listening to our customers and responding to their needs as part of our innovation process.
